1) Registration supervision

    1. When crossing the state border of the Russian Federation, you shall receive a migration card form. The migration card is a legal document that confirms your right to temporary stay on the territory of Russia. The migration card should be filled in by the arriving foreign citizen in person. Foreign citizens arriving for education purpose shall underline the word "EDUCATION" in the field "Purpose of travel" in the migration card. Underlining the words "EMPLOYMENT" or "PRIVATE (VISIT)" is not allowed
    2. Upon arrival at the place of study in Dubna, you shall check into the dormitory provided by the University and on the same day inform the following representatives of the host institution about your arrival:
      • The dean's office of your Faculty;
      • The center of international academic mobility
      • The dormitory supervisor.
    3. According to the migratory legislation of the Russian Federation, the total period for sending the notice of arrival 7 days since the date of entry into the Russian Federation. Exceptions to the terms of sending the notice of arrival are:
      • For the citizens of Tajikistan – 15 days;
      • For the citizens of EAEU member states (Belarus, Armenia, Kazakhstan, Kyrgyzstan) – 30 days;
    4. For migration registration, you shall submit the following documents to the center of international academic mobility or to the passport holder of the dormitory at the place of residence within 3 days since the date of entry into the Russian Federation:
    5. For students entering the Russian Federation on a visa-free regime (registered for the period until the end of the academic year):
      • Passport;
      • Migration card;
      • Copy of Learning Agreement (on a fee or budgetary basis).
    6. For students entering the Russian Federation on study visas (initially registered for a period of validity of visa):
      • Passport;
      • Visa;
      • Migration card;
      • Copy of Learning Agreement (on a fee or budgetary basis).
    7. For the extension of the study visa (for a period up to 1 year) students shall submit the following documents to the center of international academic mobility within 30 days before the expiry of the visa:
      • Passport;
      • Visa;
      • Migration card;
      • Tear-off part of the notice of arrival with the FMS migration registration stamp;
      • Copy of Learning Agreement (on a fee or budgetary basis);
      • One photo (3x4) on mat surface paper (coloured);
      • State duty receipt for the extension of the study visa, certified by bank.
    8. In case of moving from the dormitory provided by the University to a rented apartment, you shall undergo migration registration at the new address and submit the tear-off part of the notification form to the University.
    9. You are not allowed to live at a different address while being registered at the University dormitory!
    10. When leaving Russia (for vacation, practice etc.) you shall notify the following representatives of the host institution:
      • The dean's office of your Faculty;
      • The center of international academic mobility;
      • The dormitory supervisor.
    11. If you cross the Russian border again and return to the University (for example, from vacation), you shall undergo migration registration again (see paragraphs 1, 2, 3, 4).

2) Migration card recovery

    In case of loss of the migration card, you shall inform the center of international academic mobility. In order to receive a new migration card, you shall personally submit an application to the Department for Migration of the Ministry of Internal Affairs of the Moscow Region. Make sure you have the passport and the tear-off part of the notice of arrival with the migration registration stamp

    If you lose any document, you should immediately seek help at the center of international academic mobility!

3) Responsibility and punishment for violation of rules of entry or stay on the territory of the Russian federation

    A foreign citizen (or a stateless person) bears personal responsibility for violating the requirements established by the migration legislation of the Russian Federation:

    Article 18.8.1 of Code of Administrative Offenses of the Russian Federation 

    1. Violation by a foreign citizen of the regime for staying (residing) in the Russian Federation, manifesting itself in the violation of the statutory rules for the entry to the Russian Federation, in the violation of the rules for migration registration, in the absence of the documents proving the right to stay (reside) in the Russian Federation as well as in avoiding the exit from the Russian Federation upon the expiry of a certain time period of stay there – shall entail the imposition of an administrative fine in the amount of five thousand to seven thousand roubles with or without an administrative deportation from the Russian Federation (Art.18.8.3.1)
    2. Violation by a foreign citizen or a stateless person of the rules for entry into the Russian Federation or the regime for staying (residing) in the Russian Federation manifesting itself in the noncompliance of the declared purpose of entering the Russian Federation with the activity or line of business which is actually carried out while staying (residing) in the Russian Federation – shall entail the imposition of an administrative fine in the amount of five thousand to seven thousand roubles accompanied by an administrative expulsion from the Russian Federation or without such (Art.18.8.3.1).
    3. Submission of wittingly false data or forged documents by a foreign citizen or a stateless person while effecting migration registration, if these actions do not contain any signs of a criminal offense – shall entail the imposition of an administrative fine in the amount of two thousand to five thousand roubles accompanied by an administrative expulsion from the Russian Federation or without such (Art. 19.27.3).

4) Medical Insurance

    According to Art. 27 of the Federal law of 15 August 1996 No. 114-FZ "On the procedure for leaving the Russian Federation and entry into the Russian Federation", a foreign citizen or a stateless person shall be denied entry into the Russian Federation if a foreign citizen or a stateless person has not submitted the medical insurance policy that is valid on the territory of the Russian Federation.

    In accordance with this, all international students need to acquire a medical policy that is valid for the entire period of their stay on the territory of the Russian Federation. You can acquire the policy yourself or seek help at the center of international academic mobility.
